    This position reports to the Human Resources Manager. Under general supervision they provide a variety of complex professional, technical and analytical human resources functions in the area of compensation, classification, and salary administration. This position may assist in the areas of training in relation to classification and compensation.

    A day in the life of the Classification and Compensation Analyst is fun, busy and rewarding! Here’s a snapshot…
    • Coordinates compensation and classification requests, pay plan maintenance or other related matters assigned by the HR Manager. Conducts classification and compensation analysis, and research reports. Assists with developing methodology for collecting and analyzing data and recommends/implements approved classifications.
    • Participates in classification and compensation projects/studies of varying complexity; reviews, analyzes and evaluates positions. Assists and consults HR Manager with determining appropriate classification, grade and salary levels based on analysis and point factoring in order to determine if the duties are commensurate with the grade.
    • Conducts and participates in the completion of salary surveys; researches, collects and analyzes market data and analyzes internal salary relationships. This includes a Citywide classification study.
    • Conducts individual position audits by gathering information from involved parties, analyzes collected data, prepares written report to include recommendations and notifies management with recommendations.
    • Reviews and analyzes job descriptions and job content. Creates new class specifications/job descriptions or revises existing ones. Determines the appropriate classification for new or modified positions and reviews the major duties and responsibilities assigned to the position and verifies appropriate level of education, experience and assigned duties.
    • Prepares statistical reports and correspondence; responds to written and verbal inquiries regarding classification and compensation practices and other related matters.

    Demonstrated Skills:
    The Classification and Compensation Analyst has frequent interactions with employees at all levels of the City and external stakeholders and customers. The ability to establish positive, productive relationships, build trust, exercise sound judgment, actively listen, manage priorities, achieve results, effectively navigate complex and sensitive situations, and develop sound recommendations are critical for success. Additionally, the skills to develop and provide engaging and effective presentations, and communicate effectively in verbal and written formats are a must.

    Ability to:
    Prioritize and complete tasks with optimum efficiency; prioritize multiple projects simultaneously and exercise confidentiality and discretion; quickly and effectively establish and maintain credibility at all levels within the organization; consistently demonstrate the City’s core values of Innovation, Excellence, Communication, Leadership, Trust and Reliability, Responsiveness, and Respect. Utilize sound judgement and assess all dimensions of an issue for fiscal, legal and people impact.

    Working knowledge of:
    HR principles and best practices in the area of Classification and Compensation; development and maintenance to include pay principles, job evaluation, salary administration and employee utilization.

    Advanced knowledge of:
    Knowledge of applicable state, federal and labor law regulations related to HR and Classification and Compensation.

    Acceptable Experience and Training
    Associate’s degree in Business Administration, Human Resources, Public Administration or closely related field; and 4 years or more related experience in Classification Compensation other HR functions such as Total Compensation, Benefits, HRIS, or Generalist, or any combination of education and experience that gives the applicants the skills/knowledge and abilities to successfully perform the job.

    • Valid Driver’s License and safe driving record.

    Position Description: The Compensation and Benefits Manager is responsible for managing all benefit programs, employee leaves (LOA), and retirement (401k, Deferred Comp) programs of the company.  This position is responsible for the design, development, implementation, administration and assessment of these programs. 

    The Comp and Ben Manager recommends and embraces best practices, surveys the industry to determine competitive positioning and is responsible for introducing innovative and efficient process improvements.

    As a Manager leading a team of 2, this position is responsible for leading these resources and coordinating activities with other HR functional areas to assure data integrity, timeliness, and ease of access to needed information by management and employees.  

    The ideal candidate can operate in our current state of manual workflows and processes in the short term while leading with vision, strategy, and communication to enhance and streamline multiple deliverables.

     Benefits Responsibilities:

    • Provides day-to-day oversight of medical and retirement plans within the benefits strategy, policy and framework.
    • Makes certain that changes to benefit programs incorporate the company’s strategic objectives, satisfy legal requirements, and achieve a balance between market practice, employee needs, and the company’s ability to fund such programs.
    • Manages and communicates benefit, retirement and wellness programs, ensure statutory compliance with FMLA, ADA, COBRA, ERISA, OSHA, and HIPAA, oversee annual filings and audits as well as administer LOA programs.
    • Ensures medical and retirement plans are administered in accordance with plan, IRS, and ERISA rules. Ensures compliance including government filings and required participant disclosures.
    • Leads the annual enrollment and other functional communication initiatives.

    Compensation Responsibilities: 

    • Researches market competitive practices, recommends new programs or enhancements based on cost/benefit analyses, benchmarking, and alignment with the company's strategic direction. 
    • Works to understand and benchmark market practices in order to maintain competitive plans.
    • Prepares management reporting.
    • Develops and delivers compensation planning training.
    • Provides guidance to planning managers regarding compensation and salary administration.
    • Keeps apprised of federal, state, and local compensation laws and regulations in order to ensure company compliance.
    • Educates supervisors and managers on all compensation issues and recommends appropriate resolutions. 


    • Strong knowledge of benefits compliance and reporting requirements, enrollment processes and plan administration with corporate benefits experience strongly desired.
    • Excellent communications with the ability influence and negotiate with individuals at all levels.
    • Cross-functional collaboration skills with the ability to work well with stakeholders and colleagues at all levels.
    • Strong planning and project management skills with the ability to work well under deadlines in a changing environment and perform multiple tasks effectively and concurrently.
    • Ability to develop and implement programs required.
    • Demonstrated ability to establish and sustain relationships with both internal and external customers as well as with strong vendor management skills.

    Experience / Education:

    • 5+ years total related Compensation and Benefits experience in a progressive HR and business environment.
    • 2+ years of supervisory experience.
    • Expert knowledge of benefit and retirement programs including project management, enrollment, vendor management, auditing, filings, and training, education, and communication.
    • CBP (Certified Benefits Professional) designation desirable.
    • Background in basic compensation design and development.
    • Demonstrated proficiency with Microsoft Office products (Outlook, Excel, PowerPoint, and Word); to include advanced MS Excel skills (Pivot-Tables, VLookUps, MACROs, etc.).
